Abstrakty

W koncepcji trwałego i zrównoważonego rozwoju na plan pierwszy wysuwa się wymóg zachowania właściwych proporcji między zmianami w poszczególnych składnikach makro systemu . Wypaczeniem jego idei byłoby sugerowanie dominacji jednego z nich, a w ślad za tym przyznawanie nadrzędności wybranej wiązce celów: ekonomicznych, środowiskowych lub społecznych. Wymiar ekonomiczny, społeczny i środowiskowy nie wyczerpują jednakże całokształtu procesu rozwoju. Bardziej zasadne wydaje się rozpatrywanie co najmniej czterech wymiarów procesu rozwoju: ekonomicznego, społecznego, środowiskowego i politycznego. W każdym z nich warunkiem aktywizacji zgromadzonych i znajdujących się w dyspozycji zasobów kapitału jest istnienie odpowiedniej struktury instytucjonalnej. Wymiar instytucjonalny rozwoju obejmuje wszystkie wyżej wskazane aspekty makrosystemu i umożliwia realne wykorzystanie kapitału ekonomicznego, społecznego, środowiskowego i politycznego. Ograniczanie sieci instytucji do niektórych tylko wymiarów może czynić analizę uwarunkowań rozwoju niepełną i nieadekwatną do rzeczywistości.(fragment tekstu)

The subject matter of the studies conducted under sustainable development concept should include not only characteristics, types and mechanisms of changes in various types of capital but also certain regularities of the institutional structure evolution. It results from the need to preserve the relation between the components of economic capital (material, human and natural), social capital and political capital and corresponding institutional network. The achievements of macrosystems as regards development depend in the long run on the ability to balance all components of capital with institutional network. From the point of view of search for welfare the role of institutions of political, economical and social nature is in the long run the same. The ideal situation would be the situation where institutional structure is internally cohesive and complete (original abstract)
