The article presents the process of designing and operation of the institution managing London's metropolitan area - the Greater London Authority. The author pays particular attention to the analysis of the allocation of competencies, as well as the problems of the operation of institutions. The issue presented is interesting from the point of view of the Polish metropolitan debate and the search for institutional solutions. (original abstract)
