Abstrakty

Praca niniejsza poświęcona jest właśnie problematyce mechanizmu integracji, a mówiąc precyzyjniej konfrontacji teoretycznych koncepcji funkcjonowania mechanizmu z praktyczną działalnością EWG w sferze regulacji. Oznacza to, że zagadnienia integracji w sferze realnej zostały uwzględnione na tyle na ile istnieje współzależność między integracją w sferze regulacji i w sferze realnej. Związki te wynikają z faktu, iż zespalanie się struktur i zacieśnianie się więzi gospodarczych jest zazwyczaj lub przynajmniej winno być wynikiem polityki integracyjnej. Z drugiej strony procesy te silnie oddziaływują na kształt i przyjęte kierunki polityki regulacyjnej. (fragment tekstu)

The problems of the economic integration have been the subject of numerous studies and research works for a long time but considerably less attention has been given to the detailed analysis of the integration process mechanism itself. Meanwhilee, the attempts at the realization of the economic and monetary union conception within the EEC have clearly proved that the mechanism of integration has become one of the most important problems the solution of which is conditioned by the practicability of the economic union formation. The present paper deals with the problems of the integration mechanism and, in particular, with the confrontation of the theoretical conceptions of the mechanism operation with the practical activities of the EEC in the sphere of control. The motif of the paper is the thesis that the integration is a complex and many-sided process. Thus, the tendency for it to expand both horizontally and vertically should be considered natural. The attainment of a definite stage of development somehow or other generates the aspiration after the next stage which, in terms of quality, is a higher phase of the economic bond development. This is why the mechanism of integration requires the repeated modernization of the means of control as the forms of ties between the participants of that process stimulate, with various force, the transition to the next stages of development. The paper consists of three chapters and their arrangement results from the assumed conception. Chapter 1 is essentially the discussion of the total integration mechanism including the spheres of politics, economy, and all kinds of relations between the societies, of the integrating countries. Attention has been focused on the critical analysis of the three basic directions in the research: pluralism, functionalism and neofunctionalism, and federalism. Chapter 2 deals with the market mechanism in theory and practice of the EEC, i.e. the mechanism functioning in the commodity market and production factors markets. It is discussed by means of drawing a comparison between the ideas of the neoliberal theory and those of the current called regionalism and the real mechanism functioning in the EEC markets. Chapter 3 includes the deliberations on the mechanism of the co-ordinated and supranational integration. The co-ordinated integration means a group of tools assisting the market mechanism and including the common agricultural policy, financial policy, and the co-ordination of currency policy. The sphere of the supranational control includes the co-ordination of economic policy and harmonization of industrial, power, transport, and regional policies. The last problems raised in this chapter is the discussion on the model of the economic union and the political activities undertaken in this respect. (original abstract)
