Abstrakty
Celem niniejszego opracowania jest prezentacja sposobu pozyskiwania kapitału przez małe przedsiębiorstwa na Tajwanie w dobie azjatyckiego cudu gospodarczego lat 60. i 70. ubiegłego stulecia1. Wybór tego przypadku opiera się na następujących przesłankach. Po pierwsze, w odniesieniu do Tajwanu często podkreśla się dużą - wręcz kluczową - rolę małych firm w budowie konkurencyjnej gospodarki. Po drugie, przypisuje się władzom Tajwanu prowadzenie polityki intensywnego wsparcia dla drobnej wytwórczości. Po trzecie, w literaturze przedmiotu znajdujemy dość liczne odniesienia do szczególnych form organizowania działalności gospodarczej przez drobnych przedsiębiorców na Tajwanie. Ponadto, spektakularne sukcesy gospodarcze Tajwanu skłaniają do tego, by przyjrzeć się bliżej sposobowi funkcjonowania podmiotów produkcyjnych w poszukiwaniu wniosków praktycznych i odniesień teoretycznych. W tekście uwzględniono zarówno specyfikę strategii biznesowej wykorzystywanej przez przedsiębiorców na Tajwanie, jak i politykę gospodarczą realizowaną w latach 60. i 70. ubiegłego stulecia, sposób funkcjonowania systemu bankowego oraz nieformalnego rynku kredytowego. Uwzględniono również uwarunkowania kulturowe, jako potencjalnie istotne z punku widzenia otoczenia biznesu. Niniejsza prezentacja dotyczy czasu "cudu gospodarczego" lat 60. i 70. ubiegłego stulecia, wiadomo jednak, że określone prawidłowości funkcjonowania zarówno drobnej wytwórczości, jak i nieformalnego rynku kredytowego, zostały zachowane do dziś. This paper sheds some light on the issue of small business financing in Taiwan in historical perspective. It concentrates on the role of informal credit market for small firms in the era of 'economic miracle' of the 1960s and the 1970s. We take into consideration the economic policy in Taiwan that shaped the key elements of the credit market. We also examine business strategies applied by the entrepreneurs in Taiwan. Our results demonstrate quite a specific way of business external financing applied by the entrepreneurs in Taiwan that is deeply embedded in the environment created by both political and cultural factors. Finally, we draw some conclusions that go against the mainstream approach to the issue of credit market as a factor of business development. (original abstract)
