Abstrakty

Wyznaczone w dokumencie Europa 2020 priorytety w zakresie budowy gospodarki opartej wiedzy, rozwoju zrównoważonego i spójności zapobiegającej wykluczeniu społecznemu zdaniem autorów strategii pozwolą na wyjście Europy z kryzysu gospodarczego i finansowego oraz zapewnią trwały wzrost. Conditio sine qua non realizacji każdego z wymienionych celów są: zaangażowanie istniejącego kapitału intelektualnego, wspieranie edukacji i nakłady na prace badawcze i innowacje - bez nowych wynalazków trudno będzie oczekiwać energooszczędnych technologii i urządzeń oraz efektywniejszych, odnawialnych źródeł energii. Wreszcie to kapitał intelektualny jest skutecznym substytutem ograniczonych zasobów przyrodniczych. Oceniając stopień realizacji zadań wyznaczonych w strategii, Polska na tle innych krajów wypada korzystnie. Dotyczy to zwłaszcza edukacji, niestety, zdecydowanie gorzej przedstawia się sytuacja na rynku pracy oraz aspekt finansowania prac badawczo-rozwojowych. W tym przypadku Polska znajduje się na końcu europejskiej stawki. Utrzymanie takiego stanu może doprowadzić w przyszłości do deprecjacji potencjału intelektualnego Polski oraz spowodować trudności z wypełnieniem celów strategii Europa 2020. (fragment tekstu)

Realization appointed in the strategy Europe 2020 priorities of the knowledge in the structure of the economy based, the sustainable development and the cohesion preventing the social exclusion requires investing the intellectual capital, supporting the education and the meaning expenditure on the research and development work. Because keeping current character of the economic progress is not possible more and more intensive using resources is threatening the permanence of the natural environment and causes measurable economic losses, and on the changing labour market systematically a demand for low qualifications employees is dropping. In the paper the author described the comparative analysis of the current state of the economy of Poland with the member states of the EU. Poland comes out favourably in this comparison. It is regarding especially the education, unfortunately definitely worse looks an aspect of financing the research and development work. In this case Poland is at the end of the European rate. Supporting such a state in the future may lead to depreciation of the intellectual capacity of Poland as well as cause problems with the filling of aims of the strategy Europe 2020.
