W czerwcu 1970 r. do władzy w Wielkiej Brytanii doszli Konserwatyści. Nowy rząd Edwarda Heatha, w którym Margaret Thatcher pełniła funkcję ministra szkolnictwa, wystartował z bardzo radykalnym programem wolnorynkowym. Ograniczono interwencjonizm, zredukowano subwencje państwowe dla przemysłu i zmniejszono podatki. Polityka ta natrafiła jednak na nieprzewidziane trudności. Pod presją silnych związków zawodowych płace szybko wzrastały, co spowodowało, że inflacja w 1971 r. osiągnęła prawie 10%. Jednocześnie nie nadeszło spodziewane ożywienie produkcji. Przeciwnie, nastąpiła stagnacja wzrostu gospodarczego na poziomie 2-3% a bezrobocie przekroczyło "magiczną" liczbę 1 miliona osób. Wiele przedsiębiorstw zagrożonych było bankructwem. Gospodarkę brytyjską ogarnęła "stagflacja", będąca nieznanym wcześniej zjawiskiem polegającym na jednoczesnym występowaniu inflacji i stagnacji wzrostu.
