Psychosocial Determinants of Environment Protection Problems in Economy

Abstrakty
Krzemiński w artykule Teoria nerwowych żab1 poświęconym noblistom w dziedzinie ekonomii D. Kahnemanowi (psycholog) i V. Smithowi (prawnik, ekonomista), wskazuje w podtytule, że od kilku łat Nobel w ekonomii jest sygnałem głębokiego przewrotu w tej nauce. Autor pisze o przemianach, jakie dokonują się w ekonomii z powodu procesu jej "uspołeczniania". Związane jest to z coraz większą rolą psychologii, socjologii, polityki i filozofii w procesie analizy działań gospodarczych. Idąc za przykładem prac D. Kahnemana, wskazuje na przykład na irracjonalność lęku przed zmianami czy podejmowaniem ryzyka nawet w przypadku, gdy są one korzystne dla samych aktorów wymiany rynkowej. Wynika to z naturalnych predyspozycji człowieka związanych z silną reakcją na zmiany i skłonnością do przeceniania strat i niedoceniania wygranych (strata określonej kwoty pieniędzy ma dwukrotnie większe znaczenie psychologiczne, niż wygrana tej samej kwoty). W artykule przedstawiono psychospołeczne modyfikatory działań w zakresie ochrony środowiska w ekonomii. Jest to próba określenia problemów jakie pojawiają się w procesie zarządzania środowiskiem związanych z waloryzacją dóbr środowiskowych, kształtowaniem proekologicznych modeli zachowań konsumentów i w konsekwencji, oceną zachowań aktorów wymiany rynkowej. Celem artykułu jest określenie zasadniczych zależności ekonomiki ochrony środowiska i nauk społecznych w procesie realizacji koncepcji zrównoważonego rozwoju oraz wskazanie trudności i działań zmierzających do ich rozwiązania. This study is focused on the basic relationships between environmental economics and social sciences in process of implementation of the conception of sustainable development and indication the problems and activities aimed at finding out some solutions in aspect of the problems of environmental valuation. The process of valuation the environmental resources defined in traditional paradigm of economics as free goods is one of the basic problems of environmental economics in the process of using natural resources. This is unavoidable connected with the changes the meanings such term like economic value based on the term of value worked out in social sciences. Thus there is very important to find out the psychological and the social factors in different methods of economical assessment natural resources. There are some basic differences between values defined in terms of economics and social sciences revealed in these methods: the environmental values are more than expressions of given by consumer preferences, customers could use different systems of attitudes toward environmental goods and different toward marketed goods. The problems are also connected with the having or not having an entitlement to the goods and - at least - the wrong defined problems could confine achieving the main aims of policy based on the methods of environmental assessments. Market activity of the consumers could be also determined by the level of ecological awareness of them and it is moulded by both processes: economical and socio-political. On the one hand with the increasing of well-being grow the demand for goods satisfied the higher needs and it gives the opportunities for creation the ecological policy focused on ecological activity in the market. On the other hand, the intensity of policy and social movements influence on ecological awareness of consumers trending to creation internal motivation of them and creating this behaviour in terms of moral rules. Thus the process of "socialisation of market behaviour" based on the consumer awareness and economic policy is the easy consequence of it. On the one hand social and political activity trend to increasing of ecological awareness in the process of economical assessments of natural resources, on the other hand, the results of these assessments are the crucial factor for regulation of economy.
