The system of mass public transport financing is also based on the way of extending of the transport operation of the territory securing. That is capability of this system to operate a given territory with the aim to secure interconnection of inhabitants living in the countryside and up-town areas with central places of economic, social and cultural activities. It is possible to evaluate the transport operation as forwarding occasion from the standpoint of the time, space and transportation capacity. That means, the offer of number of lines and number of offering places in the means of transport. for the unit of time. In the Slovak Republic, generally, it is respected that public transport should be available, suitable and accessible for all citizens. Emerging from the principles of EU, every inhabited village must have secure transport service because every taxpayer in the state must pay taxes, in accordance with equal rules. And hence, he has the right to a transport operation wherever he is living in the state. It is also obvious, that according to the different situation of particular regions, as far as demographic characteristics are concerned, geographic determination of the settlement, the structure of the settlement, economical potential. measure of unemployment etc., it would be impossible to provide equal oiler for transport service to every citizen. However, every citizen should have certain fundamental transport operations as well as adequate transport on the grounds of the public interest ensured by the state or another administrative body regardless to his financial position and physical opportunities and wherever in the state area. It's especially transport to schools, to work and for civil appliance including basic medical care and visits of territorial organismes of the state management) whereupon this fundamental transport operation should play a part ln the sustainable development of an appropriate region.
