Abstrakty

W artykule omówiono i zanalizowano skuteczność wielu reform przeprowadzonych w Anglii w celu zwiększenia frekwencji w lokalnych wyborach. Wskazano również determinanty frekwencji wyborczej, niejednokrotnie wymieniane w literaturze fachowej jako ważkie dla kwestii partycypacji wyborczej w Anglii, których w planie reform nie uwzględniono. Autorka artykułu starała się także odpowiedzieć na pytanie, czy zawarcie ich w programie reform mogłoby istotnie wpłynąć na udział obywateli w wyborach. (abstrakt oryginalny)

This article analyses the effectiveness of reforms aimed at boosting up the turnout in local elections in England. Additionally, the author tallies the determinants of electoral turnout, which are believed to be of big importance to the issue of participation in local elections in England, which have been omitted in the plans of the reforms. The author also tries to answer the question of whether taking those determinants into account when drafting the plans for reforms could have substantially changed the electoral turnout.
