Situation in the Slovak Republic (former Czechoslovakia) was considerably different than in such foreign countries as Germany and Sweden. These countries brought a new view on cargo securing and load safety since 70's They were the first that have brought this idea into legislation in Europe. Transporters in Slovakia hadn't had any cargo securing equipment by the end of the 80's. We practically hadn't had any manufacturer of this equipment. Also manufacturers of vehicles and superstructures (LIAZ, TATRA, AVIA, BSS...) didn't equip the vehicles with such equipment. We missed any legislation covering loading and securing of loads on vehicles. Loading and securing of loads wasn't also an object of Police roadside checks. Traffic density and volume of carried goods was relatively low. Carnage by road was almost for short distances therefore drivers and loaders practically didn't secure the load. Significant change arrived after opening the European market by the end of 90's. Transporters can use new modern foreign cargo securing equipment, vehicles and superstructures on the one hand but they are forced to reduce their operational costs on the other hand. The reason is strong competition accompanied by establishment of large number of transport enterprises. These enterprises reduce the price at the expense of operational costs what has sizeable impact on modernization of vehicles, superstructures and cargo securing equipment. (fragment of text)
