In the first years of the transition, capital flows to Romania were mainly fiscally-driven, being dominated by compensatory flows, primarily from official sources. The country's plunging GDP, legislative hiatus and overall insecure economic environment led to only symbolic levels of FDI in this period. In addition, as Romania started the reform process with a time lag; other transition economies had already advanced further along this path, therefore representing better investment alternatives for foreign investors.
