Institutional structure and the behaviour of economic subjects are not unchangeable: the transition from a centrally planned economy to a planned economy can be complicated by several principal factors, such as underdeveloped and underachieving free-market institutions, limited capital resources due to insufficient domestic savings, unstable foreign investment and inconsistent economic policy. The issues linked with the process of European integration, i.e., with the accession of transition economies to EU structures, can be defined in a similar way: central authorities play the key role. The mutual relationship between the central bank (CEB) and the government is, to a certain degree, a limiting factor for a successful completion of the integration process. These aspects are interrelated by the functional mix of fiscal and monetary policies, i.e., the success of both integration and transformation strategies depends on mutual co-operation between fiscal and monetary economic and political measures - i.e., on the mutual relationship between the government and the central bank. In terms of institutions, this relationship is determined by the degree of central-bank independence from the government. (fragment of text)
