Abstrakty

W artykule autor podejmuje problem znaczenia infrastruktury transportowej dla kształtowania efektywnego systemu transportu pasażerskiego ze szczególnym uwzględnieniem województwa zachodniopomorskiego. Na stan, możliwości i kierunki kształtowania systemów transportowych w regionach wpływa szereg czynników, z których jako najbardziej znaczące należy wymienić: stan infrastruktury transportowej w ujęciu zarówno ilościowym, jak i jakościowym, uwarunkowania prawne i organizacyjne (w tym w szczególności: polityka transportowa na szczeblu krajowym i samorządowym, podział zadań i odpowiedzialności w zakresie kształtowania systemów transportowych na każdym szczeblu administracji), zasady i sposób finansowania, krajowe i międzynarodowe powiązania gospodarcze regionu, charakter regionu (przemysłowy, turystyczno-uzdrowiskowy, rolniczy) czy wreszcie struktura i charakter potrzeb transportowych użytkowników poszczególnych systemów, a także ciągłość i systematyczność prowadzonych przez właściwe organy badań w tym zakresie.(fragment tekstu)

In the paper author has made an attempt at the problem of the importance of transport infrastructure in constructing an effective passenger transport system, with a particular reference to the West Pomeranian region. There are many factors having influence on the status, opportunities and directions of creating transport systems in regions. The most significant of them are: condition of transport infrastructure, both in quantitative and qualitative aspect, legal and organizational conditions (in particular: transport policy at national and local level of government, the division of tasks and responsibilities in forming transport systems at every level of government), principles and methods of financing, domestic and international economic relations of the region, the nature of the region (industrial, touristic, agricultural), finally, the structure and nature of the transport needs of users of the systems, as well as continuity and regularity of the researches in this area. Transport infrastructure is an important factor of the socio-economic development. The status, directions and the rate of development of the transport infrastructure may affect the region, contributing to its activation, to improve the attractiveness and the intensification of integration processes, both in intra- and interregional aspect. Properly developed and adapted to the transport policy, transport infrastructure can enable to: improving the investment attractiveness of regions, increased demand for additional investment, free movement of passengers, reducing congestion, forming the proper ratio between the modes of transport, ensuring adequate level of safety in terms of transport, reducing the negative social impact of transport activity and the implementation of sustainable development policy.(author's abstract)
