Conflicts Related to Acquisition of Properties for Roads, Roads Building and Use

Building public roads is a public goal (Property Management Act of 21.08.1997; art. 6, point 1 & 1 a). Property located on area designated for public goals may be subject to expropriation, if the land cannot be acquired under civil law agreement or purchased in accordance with the Act of 10th April 2003 on special principles of preparation and realization of investment in the scope of public roads (Dz.U. no. 80, item 721 with amendments). Location of these investments often entails changes within land development and land use, which may result in conflicts. The aim of the paper is to identify conflicts in the stage of designing roads, as well as their construction and use. The theoretical part will be supplemented by findings of a questionnaire research testing the inhabitants' attitude towards benefits and inconveniences related to redesigning communication systems.(author's abstract)
