Abstrakty

Termin "zabezpieczenie społeczne" używany jest często na określenie funduszy pieniężnych przeznaczonych na indywidualne i zbiorowe zaspokajanie potrzeb w ramach socjalnej ochrony określonych grup społecznych. Zakres tej ochrony oraz wysokość środków na nią przeznaczonych są określone przez politykę socjalną państwa. W tej dziedzinie zachodzą obecnie duże zmiany będące skutkiem systemowych zmian gospodarczych. W naszym przypadku interesują nas jednak nie fundusze przeznaczone przez państwo z budżetu na cele socjalne (tu zmiany są oczywiste), lecz zakres i rozmiary potrzeb zaspokajanych na podstawie tych funduszy.

Needs in the field of social security were satisfied at a relatively high, at least when compared with other groups of needs, level in 1989. The level amounted to 42,5% of the distance, as related to the optimum for effectiveness needs and 59,0% - for infrastructural needs. Among effectiveness variables, the need represented by the variable "range of the day-nursery care" (12.7%) was satisfied at the lowest level. Medium levels of satisfaction were true in the case of needs in the field of kindergarten care, services rendered by homes for the aged and social security, although in the case of the latter the situation was worse than in the preceding years. Needs in the fields of security in public roads and employment enjoyed the highest degree of satisfaction. Great differences can be observed in the group of infrastructural needs. Their satisfaction varies from 38.0% optimum for the staff provision of judicial system to 78.4% for the accessibility of social care centres. Treshold of the half-distance with respect to optimum was also passed for the variables denoting accessibility of day-nursery centres, population of kindergarten centres and accessibility of special care centres. Level of satisfaction of effectiveness needs of social security was significantly lower in 1989 than in 1988 (by 5,8%). This decrease affected all kinds of effectiveness needs, with the exception of the range of social aid homes. It was most intensive in the case of public security. Level of infrastructural needs satisfaction in 1989 was higher than in 1988 (by +3,9%). It was determined by a high increase in the value of partial rate for population of kindergarten centres, in general, as the level of satisfaction of other needs in the group lowered. Generally, it can be said that the process of limitation of the protective function of the state began, which was manifested by, among others, significant decrease in the level of satisfaction of effectiveness needs. Intensity of this process will grow systematically. (original abstract)
