Gdy w latach 1978-1979 tworzyłem fundamenty Francuskiego Instytutu Stosunków Międzynarodowych (IFRI), zaledwie kilku wtajemniczonych znało we Francji pojęcie think tank i miało przynajmniej przybliżone wyobrażenie, czego ono dotyczy. To pojęcie stało się modne, niemniej wciąż nie wypracowano jego powszechnie akceptowanej defi nicji. Zwykle po francusku tłumaczy się je jako laboratorium idei. Tymczasem nie można podjąć żadnych poważnych badań na podstawie nazbyt ogólnikowych ustaleń. W tym wykładzie postanowiłem powrócić do źródeł tego zjawiska i wprowadzić wyraźne rozróżnienie między instytucją, jaką jest think tank, i klubem dyskusyjnym. Zgodnie ze źródłosłowem, z którego wypływa, przyjmuje się, że think tank to "każda otwarta organizacja powstała wokół stałej grupy badaczy, mająca na celu opracowanie, na podstawie obiektywnych kryteriów, koncepcji związanych z prowadzeniem przez aktorów publicznych bądź prywatnych działań politycznych lub strategicznych, służących w tej czy innej formie interesowi ogółu". Jest to oczywiście definicja "ostra", pewien model idealny, ale pozwala on na wskazanie rzeczywistych instytucji, które zaliczają siebie i które inni zaliczają do tej kategorii. (fragment tekstu)
A think tank is any open organisation established around a fixed group of researchers which aims at developing - based on objective criteria - concepts related to performing political or strategic actions of public actors in any form that serve the general public's interest. A think tank naturally looks forward; hence, its activity is prospective and strategic. The research nature of the conducted activity distinguishes the think tank from other types of intellectual associations. Acting for the good of the general public is a fundamental difference between the think tanks and institutions such as consulting fi rms, PR agencies or pressure groups, which are responsible for promoting and protecting particularistic interests. The notion of think tank was developed in the United States of America; one of the most famous centres of that type has always been Rand Corporation. Among others one should mention the Council on Foreign Relations, the Brookings Institution and the Peterson Institute. In Great Britain the Royal Institute of International Affairs, also known as Chatham House, plays a signifi cant role. In France the Analysis and Forecasting Centre in the Ministry of Foreign Affairs and later the French Institute of International Relations (IFRI) were founded in the 1970s. Analogous centres operate in Russia, China and Poland. IFRI is the best research centre in French, the third best in Europe and the only French institution of that type present in the global ranking lists. Its major aims include an objective analysis of international relations, both in the functional and regional dimension, with particular consideration given to their future evolution; participation in developing management methods to reinforce the structural stability of the international system; supporting public and private actors in developing their own strategies on the international arena; participation in debates regarding the above mentioned topics in France, in Europe and in the world.
