Abstrakty

"Polityka kosmiczna" państw współczesnych, coraz szerzej uczestniczących na wielu polach i płaszczyznach, a także rywalizujących ze sobą w dziedzinie gospodarczej, komercyjnej i wojskowej, nabiera coraz większego znaczenia w kształtowaniu stosunków międzynarodowych - zarówno w relacjach dwustronnych, jak i regionalnych, i globalnych. Sprzyja temu rozwój nauki i techniki oraz przemysłu i wielu sektorów gospodarki - wspomagany zaangażowaniem coraz większej liczby państw i korporacji: zarówno w obecnie realizowane ambitne i wysoce kosztowne programy kosmiczne, jak i w perspektywicznie postrzegane i oczekiwane korzystanie z wyników postępującej eksploracji przestrzeni kosmicznej. The author introduces the reader into the current problems of the "space policy" of states presented in a comparative manner, their bilateral and multilateral cooperation, and crucial planes and areas of economic and military competition. He outlines the premises, motives and scale of involvement of the "international community" in the outer space - both on the regional and global scale. He presents the results achieved thus far, selected problems arising from the exploration of the outer space in new geopolitical, scientific and technical, as well as commercial considerations, and also prospective general assumptions and programmes of the leading states and international organisations which are involved and advanced in this area to the greatest extent - as an already signifi cant sector of civilisation and global economy. The major characteristics and development directions of the space policy are demonstrated on the examples of selected countries, i.e. the USA, the Russian Federation, China, India and Japan, and their role in forming the regional and global international cooperation. Certain problems related to employing satellite techniques by NATO are also signalled. (original abstract)
