Międzyrządowy Komitet Negocjacyjny w procesie negocjacji klimatycznych

Abstrakty

Zjawisko globalnego ocieplenia jest jednym z wyzwań, przed jakim stoi ludzkość. Problem ten został dostrzeżony już w latach 70. XX w., zaś na przełomie dwóch kolejnych dekad środowisko międzynarodowe podjęło próbę przyjęcia rozwiązań mających na celu zredukowanie skali przyczyny tego zjawiska - emisji gazów cieplarnianych do atmosfery. Za cel postawiono przyjęcie efektywnego dokumentu, którego zobowiązania miały w procesie ich realizacji doprowadzić do ograniczenia przez rozwinięte państwa wspomnianej emisji. Zadanie to zostało postawione przed Międzyrządowym Komitetem Negocjacyjnym ds. Ramowej Konwencji Narodów Zjednoczonych w sprawie zmian klimatu (Intergovenmental Negotiating Committee - INC - for a Framework Convention on Climate Change - FCCC), zwanej także Ramową Konwencją Klimatyczną, która miała stać się dokumentem przygotowanym w procesie negocjacji. Wraz z podjętymi w ramach Komitetu pracami rozpoczął się proces negocjacji klimatycznych, mający na celu stałą adaptację środowiska międzynarodowego do postępujących zmian klimatycznych: nakładania na państwa nowych zobowiązań, negocjowania ich oraz tworzenia nowych mechanizmów działania i współpracy.
