Financing of the System of Recovery and Recycling of Packaging Waste

Konsekwencją uchwalenia przez Parlament ustaw wdrażających postanowienia dyrektywy 94/62/EC w sprawie opakowań i odpadów opakowaniowych jest konieczność utworzenia w Polsce, w okresie pięciu lat, czyli do końca 2007 roku, systemu odzysku i recyklingu odpadów opakowaniowych, który umożliwi osiągnięcie wymaganych przez dyrektywę poziomów odzysku i recyklingu opakowań.(fragment tekstu)
The fulfilment of the requirements of Directive 94/62/EC on packaging and packaging waste pursuant to which Poland by the end of the year 2007 has to achieve the required 50-60 per cent level of packaging waste recycling is subject to the construction of a system of collection and recycling of packaging waste. The total cost of construction of such system is estimated at 5,340 million zloty, where 941 million zloty is the cost of a subsystem of selective collection of waste and preparation of secondary materials. The basis for the construction and functioning of the system is the money obtained from two types of charges, namely the product charge and the so-called recycling charge. Redistribution of the receipts from the product charge will be carried out through the funds of environmental protection and water management which will transfer the money to gmi- nas. The funds from the recycling charge collected by recovery organisations will be allocated to the performance of the tasks connected with organisation and management of recovery-related activities carried out by said organisations. The authors present a three-variant analysis of the flow of financial resources from the aforementioned charges in the years 2002 - 2007 for the assumed volume of packaging waste generated during such period and at legally prescribed recycling level for each year of said period and suggested rates of product and recycling charges (original abstract)
