Obwód kaliningradzki, rosyjski region nad Bałtykiem, który w wyniku rozpadu Związku Radzieckiego oddzielony został od Rosji terytoriami dwóch niepodległych państw - Litwy i Polski, zajmuje szczególne miejsce na rosyjskiej scenie politycznej. Wynika to nie tylko z jego położenia geograficznego, ale też z rzadkiej nawet jak na Rosję, sprzeczności interesów między różnymi grupami nacisku wobec obwodu, jak też w samym Kaliningradzie. Political and Economic Transformation of the Kaliningrad District of the Russian Federation in the Face of European Integration Kaliningard District, the Russian region at the Baltic Sea, which had been separated from Russia by Polish and Lithuanian territories as a result of break-up of the Soviet Union, occupies a special position in the Russian political scope. Political establishment closely related to the Government and the President of the Russian Federation consider the enclave as an important space because of strategic interests. However, decreasing of the military significance of the region and transforming its crucial emphasises on the economic development would be in interest of the neighbouring states, including Poland, Lithuania, Latvia, Estonia. As a result of it - after becoming the rightful members of the EU - the Kaliningrad District could become a perfect partner and a bridge bringing together Russia not only with Warsaw and Vilnius but with Brussels as well. However the special programmes constructed and meant for the District facing the EU enlargement have not been put into practice. It appears also that there are more and more visible economic and political tendencies for isolation the District from the UE and the countries from the region by the Federation. Moreover, there are indications demonstrating that the importance of Kaliningrad is marginalized and decision centres are being transferred to nearby Petersburg. Kaliningrad, being under such economic transitional process, is transforming into a strong energetic expansionary centre of Wagit Alekpierov's LukOil and that is to say is becoming entirely subordinated to this Russian energetic "baron".
