Abstrakty

Wejście Polski w struktury Unii Europejskiej postawiło przed naszym społeczeństwem nowe możliwości gospodarcze, lecz z drugiej strony unaoczniło nieznane do tej pory niebezpieczeństwa i zagrożenia mające swój kontekst społeczno - moralny i gospodarczy. Są też problemy nasze, polskie, którymi Polska obciąża Unię Europejską. Takim polskim problemem jest skala bezrobocia. Tylko niektóre kraje Unii Europejskiej wykazały dość daleko idącą odwagę i zdecydowały się na otwarcie granic dla chętnych do pracy z nowych krajów członkowskich. Jak na razie, są to: Wielka Brytania, Irlandia, Szwecja, Hiszpania, Portugalia, Finlandia. W kontekście społeczno - moralnych i ekonomicznych problemów bezrobocia, zwłaszcza młodego pokolenia Polaków należy postawić ogólne pytanie typu: Czy Polskę w ogóle stać na emigrację za pracą absolwentów polskich szkół? Tak postawione pytanie zakłada konieczność przeprowadzenia poważnej analizy, zarówno ekonomicznej, jak i psychospołecznej, której rezultatem będzie uzyskanie odpowiedzi odnoszącej się do różnych czynników bezrobocia polskiej młodzieży. The paper aims to present the problem of coping with youth unemployment aged 18-25 in Poland. Both the moral aspects of this problem and the psychological and economic issues are discussed. After the SWOT analysis on emigration of the graduates of Poland's schools to the UE countries was presented, a macroeconomic strategy was developed to guarantee the employment of the graduates of secondary schools and universities who are not continuing their schooling and seeking for employment. This strategy assumes a two years full employment of the graduates within a framework of a project called as learning to work. The project guarantees a refund of the social security costs from the state budget for any subject willing to employ graduates for a two years period. This strategy also supports young entrepreneurs which will contribute to the increase of self-employment in the small business sector. The author shows the theoretical background of the strategy for youth employment and gives its economic argumentation based on the analysis of the financial consequences of youth unemployment for the state budget of Poland.
