Abstrakty

Opracowanie zostało przygotowane jako pierwszy dokument na temat potencjału usług handlowych, gastronomicznych i bytowych. Jego celem była ocena stanu i kierunków rozwoju sytuacji konsumentów, głównie w roli nabywców, w Warszawie i województwie stołecznym. Opracowanie to przygotowano w czasie, gdy nie ukazały się jeszcze ani rocznik GUS, ani WUS za 1986 r., dlatego niejednokrotnie analizę trzeba było oprzeć na danych z 1985 r., szczególnie gdy chodzi o porównania województwa z sytuacją w skali ogólnopolskiej. Pominięto też takie problemy, jak: jakość towarów, dochody realne ludności /w tych zakresach nie ma specyfiki wojewódzkiej/ i jakość zdrowotną towarów żywnościowych /brak aktualnych danych/. Celem opracowania jest ukazanie, iż wyróżniająco dużemu naporowi potrzeb konsumpcyjnych w województwie nie odpowiada stan zaspokojenia tych potrzeb.

Analysis of the position of buyers of goods and services in Warszawskie voivodeship and in Warsaw is the subject of the present paper. Therefore, the range of description does not include the total of conditions constituting the situation of population as consumers. In particular, no conditions of social infrastructure of services have been presented. However, such conditioning of purchasers' situation, like shopping and services places network, its structure and utilization, staff, the potential of restaurants, state of good supplies, shopping by-services and the evaluation of the qualities of trade and services have been taken into account. The problem of prices, however conditioning the position of a consumer, has been examined in general terms only. The needs of population constituted the starting point to the evaluation of the situation. However, they have not been appointed directly - through mathematical computations or inquiry among consumers, but through rate calculations concerning demand-creacing factors and a set of very different factors, which are known to bring about particularly large stress on the markets of goods and services /incomes, ready money, many-coefficient population structure, socio-occupational structure of households, equipment of the households, etc./. All the rates have been presented against the background enabling comparisons: Warszawskie voivodeship has been compared with the average data for Poland, a village - with average rates for rural areas in Poland, etc. and individual parts of a voivodeship have been compared with each other against the background of average data for the whole voivodeship. Districts of Warsaw have been compared in a similar way. Moreover,, the phenomena have been intended to be shown through their dynamic aspects and saturation rates, which allows to claim that the situation does not improve as the time passes. The analyses showed, that Warszawskie voivodeship is underdeveloped with respect to all examined rates and conditions of purchasers' position. There can be also seen the serious deficit of production factors in trade and services. This is connected with large differences in purchasers' situations in different parts of the voivodeship, which is not justified by differences in consumers' needs. Two phenomena are characteristic: inadequate utulization of the alreadyexisting trade and services potentials /mainly due to the staff deficiency/, relatively short working time of the system of retail, breaks in the work of different shops, lack of modern forms of sale the shortage of basic equipment and also the fact, that the plans of development of trade and service potentials are not the result of aspiration for filling the gaps and improvement of the standard of services, but accidental factors and investment capabilities of trade and service enterprises. Also the structure of the offered goods, and services does not correspond to the requirements of the voivodeship, mainly the capital - Warsaw, but to the contrary, it is less beneficial, than it used to be in the seventies and even in the sixties. a voivodeship have been compared with each other against the background of average data for the whole voivodeship.
