Abstrakty
As one of the most important strategies for governmental reform, Information and Communication Technology (ICT) has been widely applied to the field of public administration, such as the disclosure of government information, government procurement and tendering, and even the training of civil servants. As a matter of fact, civil servants' on-the-job training through the assistance of ICT has changed dramatically in its scope, course content, and accessibility. E-learning, a direct application of ICT, has become an effective way for civil servants' on-the-job training, because it is free of the traditional classroom learning restrictions of time and space. However, civil servants' e-learning still faces some problems and challenges. For examples, how can we evaluate the effectiveness of civil servants' e-learning, especially in terms of the trainees' on-line satisfaction and feedback? What are the factors or motives that will affect civil servants' e-learning? Will the learning outcomes be contingent on the demographic attributes and needs of trainees? Does the mandatory nature of civil servants' e-learning positively or negatively affect the learning results? The main purpose of this study is therefore trying to answer those questions by an empirical investigation into the factors influencing civil servants' e-learning. The antecedents for civil servants to adopt an e-learning system will be carefully examined in the present study with emphasis on clarifying the differences in e-learning motives of civil servants. This study also pays attention to the research implications for civil service training reform. The research results show that service quality has stronger impact than task value in discussing user e-learning satisfaction. These findings make sense since users intend to use e-learning useful and assistant, not just enjoy themselves by using e-learning system. (original abstract)
