Public administration systems in the Czech Republic, Poland, and Slovakia express the power decentralisation principle, i.e. decision making and executing processes take place at a possible lowest level and they are close to citizens. There are many common qualities of public administration systems in countries subject to research (with reference to the very countries and the European Union as well). However, there are also some elements that are typical exclusively for a particular country, which may be attributed to historical and socio- economic conditions. Governing a modern nation that faces a vast amount of diversified objectives and tasks requires dividing the very nation's territory into smaller units that would make up decision making and executive centres where solutions will be found and tasks executed. The above mentioned division should take social, economic, and cultural relations into account. Moreover, the units should be provided with some competencies to carry out public tasks.
