Abstrakty

W poszczególnych krajach Unii Europejskiej funkcjonują różne systemy wspierania zatrudnienia osób niepełnosprawnych - od tych najbardziej skrajnych, a więc systemu kwotowego i systemu opartego na zapisach antydyskryminacyjnych - do rozwiązań hybrydowych, łączących elementy obydwu systemów. Pomimo różnic o charakterze prawnym, formalnym i merytorycznym, a także co do zasad działania i finansowania, cel funkcjonowania wszystkich systemów jest taki sam: pomoc w zatrudnieniu, aktywizacja oraz rehabilitacja zawodowa osób niepełnosprawnych. In the European countries there are numerous profession activation systems for people with disabilities and supporting their employment - from those most extreme, that is the quota-levy system and a system based on civil rights - to hybrid solutions, combining the elements of both systems. Nevertheless, despite the differences in the law and formal-substantive categories, as well as in activity and financing principles, the aim of all the systems is, in fact, the same: assistance in employment, job activation and rehabilitation of the people with disabilities. However, integration, or reintegration, of the people with disabilities on the job market faces a number of problems. There are few proofs of the fact that various political actions undertaken in this direction provide satisfactory results. The article presents three exemplary employment systems for people with disabilities that have functioned in Hungary, Czech Republic and Poland. The systems that function in those countries, despite a similar mechanism, they differ, among others, in the size of the indicator, the number and size of the companies included in the indicator, distribution of funds on job rehabilitation and support.
