Abstrakty

Le concept de spécialisation intelligente est proposé et développé par la Commission européenne comme un levier déterminant pour la contribution de la politique de cohésion à la stratégie Europe 2020, la nouvelle stratégie de coordination des politiques économiques des 28 États-membres, lancée en juin 2010, pour créer les conditions «d'une croissance intelligente, durable et inclusive». Dans le cadre de la spécialisation intelligente, un État membre ou une région détermine un nombre limité de priorités en fonction de ses propres forces et avantages comparatifs et de l'impact prévu. Cette approche doit permettre aux régions de réaliser leur potential d'innovation et de réorienter leur structure industrielle et leurs centres d'expertise vers les industries et services émergents et les marchés internationaux. Le concept de spécialisation intelligente est central dans la mise en oeuvre de la politique de cohésion 2014-2020 aussi bien sur le plan réglementaire (conditionnalité ex ante) que stratégique. Il est important à développer surtout en Pologne - le plus grand bénéfi ciaire de la politique européenne de cohésion dans les années 2007-2013 don't le cas sert d'example à d'autres nouveaux pays membres de l'UE. L'objectif principal du papier est de démontrer quel est l'état d'avancement des 16 régions polonaises (niveau NUTS 2) dans le processus de spécialisation intelligente à travers: la présentation de la spécialisation intelligente comme concept économique et cadre de la politique de cohésion, la présentation de la spécialisation intelligente dans des documents stratégiques en Pologne et l'examen de l'état d'avancement des régions polonaises dans le processus de spécialisation intelligente. L'analyse descriptive et l'analyse de documents stratégiques sont des méthodes utilisées dans le papier.(abstrakt oryginalny)

The concept of smart specialisation has been proposed and developed by the European Commission as a central element of the EU cohesion policy contributing to the Europe 2020 Strategy for smart, inclusive and sustainable growth in Europe, launched in June 2010. Within the smart specialisation process, member states and regions are required to identify a limited number of priority areas taking into account their own strengths, comparative advantages and potential for excellence. This approach should help regions develop their innovation potential and reshape industrial structure and centres of excellence in order to address emerging industries, services and international markets. The concept of smart specialisation is of key importance as an ex-ante conditionality for the cohesion policy programmes from a 2014-2020 perspective. This seems to be of great importance especially in Poland - the biggest beneficiary of the EU cohesion policy from a 2007-2013 programme perspective - being an example for other new EU member states. The main objective of the paper is to assess the advancement of 16 Polish regions (NUTS 2 level) in the process of smart specialisation through the following detailed objectives: 1. Presenting smart specialisation as an economic concept and as a framework for the EU cohesion policy; 2. Presenting the transposition of the smart specialisation concept into strategic national documents in Poland; 3. Assessing the advancement of the smart specialisation process in Polish regions. Descriptive analysis and an analysis of strategic documents have been used as research methods in the paper.(original abstract)
