Inwestycje proekologiczne wymagają specjalnego podejścia ze strony analityków oceniających ich ekonomiczną efektywność. Ich specyfika polega zarówno na celu, zarysowanym znacznie szerzej niż w tradycyjnych komercyjnych przedsięwzięciach, jak i sposobie finansowania, który również implikuje pewne zależności konieczne do włączenia w zakres analizy. W przypadku przedsięwzięć proekologicznych, które w zdecydowanej większości przypadków finansowane są ze środków publicznych, należy zwrócić uwagę na kilka aspektów.(fragment tekstu)

The article presents in broad outline theoretical approaches to the social discount rate (SDR) used in economic efficiency evaluation of environmental projects. The projects are divided into short-term horizon, which means that their cost and effects are borne by one generation only; and long-term horizon - if their influence extends on multiple generations. Based on the above division there is a necessity to separate the methods of calculating SDR adequately to the time frames of the analysis. The main reason for this is the considerable sensivity of project analysis outcome to the size of discount rate. Considering intra-generational analysis the article reviews: the SDR as a consumption rate of interest (CRI) approach, the weighted average of CRT and the social rate of return (SRR) approach, and the opportunity cost of capital elsewhere in the economy approach. Bringing closer theoretical basics of calculating SDR for inter-generational analysis, the article explores a social welfare function approach assuming diminishing marginal utility of income as the welfare of future generations increases. Other approaches are based on the present generation preferences (marginal productivity of capital elsewhere in the economy, paretian compensation tests, infinitely-lived individuals, inter-generational discounting vs. time discounting of society, revealed preferences for altruism).(author's abstract)
