Abstrakty

Celem opracowania jest charakterystyka gospodarki finansowej samorządów wiejskich regionu śląskiego. Przedmiotem analizy są dwie grupy liczące po 24 gminy, które w 2009 r. uzyskały najwyższe i najniższe wskaźniki dochodów własnych na jednego mieszkańca. Ich poziom jest wyznacznikiem samodzielności, która określa realne możliwości samorządu terytorialnego w zakresie prowadzenia własnej polityki. Na podstawie wysokości oraz struktury dochodów i wydatków budżetowych przedstawiono samodzielność finansową oraz czynniki wpływające na jej ograniczenia uwarunkowane cechami przestrzennymi.(abstrakt oryginalny)

The financial autonomy of municipalities forms the basis of local government. The major determinant of the level of autonomy is expressed by municipalities' own income per capita, which defines the real powers of local governments in conducting their own local policies. The high share of own revenues in the budget is conducive to increased self-reliance as well as has a relative and complementary value. The subject of analysis are two groups of those 24 municipalities that in 2008-2009 received the highest and lowest rates of own income (Fig. 1). The study determined the level of financial autonomy on the basis of the amount and structure of budget revenue and expenditure. The analysis provided answers to the questions what factors affect the financial autonomy of municipalities, and whether there are specific patterns in their spatial distribution. Rural communities, in the spatial region of Silesia, are a very diversified group with distinctly different characteristics and regularities. The income level of rural communities has its own specific spatial variability in the range of 0.5 to 2.8 thousand PLN per capita, while differentiating their share from 19% to 84% in the budget. Differentiation between the groups of municipalities is a result of the conditions of the geographical environment, as well as approach to and handling of socio-economic processes, which together form a group of local factors behind development. It well expresses the characteristics points as to the adverse development and the limited possibilities of transformation in the peripheral municipalities. The high level of own revenues observed in the privileged group of developed countries translates into a high level of local government financial autonomy.(original abstract)
