Abstrakty

Artykuł przedstawia wyniki badań terenowych prowadzonych we wsiach gminy Drelów w województwie lubelskim w latach 1992-2010. Jest to wyraźnie izolowany obszar, z dala od głównych dróg, przy czym izolację pogłębia położenie geograficzne gminy, która leży na wododziale Krzny i kanału Wieprz-Krzna, stanowiących jej północną i południową granicę. Badania ukazują zmiany zachodzące w rolnictwie w pierwszych latach po przełomie 1989 r., w okresie przedakcesyjnym i w pierwszych latach po wejściu Polski do UE.(abstrakt oryginalny)

The panel study of the selected areas of Eastern Poland was carried out in 1992 as a study for the Soros Foundation, then it was continued in 1997 and 2010, respectively. Its purpose was, first, to define the changes taking place in rural areas after the collapse of centrally planned economy and to look at how these areas adapt to the market economy; next, to study the accession preparations for the EU membership and, finally, to estimate the impact of that accession on the shape of rural sector. The area selected belongs to the commune Drelow, which represents abandoned, separated and underdeveloped rural sector. Recent observation prove that small farms decreased in their total area, however, later that process was halted due to the benefits from the Common Agricultural Policy. Instead of loosing the land due to concentration processes the small farms keep it either for their own use (subsistence) or to rent the land to big owners for the return of land tax. Bigger farms concentrate the land and simplify the production, i.e. they reduce the number of dairy cows and increase the number of cattle, which forces these farms to intensify the cultivation of cereals for forage. The prospects, for the future however, are not enough positive. The present shape of payments received from the CAP by all farmers makes it difficult to carry out faster transformations as well as to introduce programs aimed at enabling poorer farmers to convert into non-agricultural manpower or at specializing them in intensive farming, since that group of rural population is affected by constant unemployment, living on social assistance. Further necessary transformations will obviously take place but rather in a spontaneous way, which means that it will probably be a long, ongoing process for, at least, another decade.(original abstract)
