The development of infrastructure economically - social the state the indispensable element of economic development our the country. The State of Polish infrastructure is discontent continually far, which becomes the barrier on road of more far economic progress and social. The creating the additional value is not the aim of infrastructure, and only making possible different economic areas. The basic measure pricing of advantage investment the infrastructure is the dual price defined as social value. Is enough connected with pricing of dual prices for chosen of country methodology, region, commune of city the folded process with methodological point of sight, from weight on necessity the meeting and the study of very large quantity of information relating the given phenomenon and the performance in numerical values(author's abstract)
