In the contemporary world, a new development paradigm is emerging that links the economy and culture, embracing economic, cultural, technological and social aspects of development at both the macro and micro levels. Central to the new paradigm is the fact that creativity, knowledge and access to information are increasingly recognized as drivers for economic growth and promoting development in the global world. Culture is a source of creativity and innovation that feeds the cultural and creative industries. It is not a sector of secondary importance; rather it constitutes a key component of the economy. Therefore cultural industries should be viewed as a critical strategic resource in the move towards creating sustainable development options. Riga is the true capital of culture and the arts with strong cultural traditions in branches like theaters, museums, music and opera, as well as cultural resources - architecture, historical resources and museums, but the potential of the cultural sector in general and the cultural industries in particular is largely unrecognized and under-exploited. In order to support contribution the cultural industries contribute in tourism, action must be targeted by using opportunities of ICT for improving the city's websites and developing collaboration models between tourism conducing local government institutions and cultural institutions as well as cultural institutions and private tourism agencies. Also programs and funds should aim to support enterprises that draw on culture-based creative inputs, territories using culture as a tool for development and cultural co-operation across different territories. Culture is now becoming an essential element in tourism policies at all levels. The synergy between culture and economic development is promising. It is possible to promote innovative cultural activities based on cultural tourism which will be capable of revitalizing culturally rich areas experiencing difficulties in emerging from economic decline. European Cultural Capital event provides a prime example of the changing role of cultural tourism - this event is viewed as a tool for economic regeneration rather than purely cultural manifestation. Tourism and culture together become major drivers of destination attractiveness and competitiveness. A strong link exists between tourism and culture, and it can be fostered to help city become more attractive to tourists and also increase it's competitiveness as a location to live, visit, work and invest in. W ostatnich dekadach sztuka i kultura stają się coraz ważniejsze dla produktu turystycznego dużych miejscowości. Kultura, obejmująca zarówno elementy niematerialne, jak i materialne, używana jest jako główny element w przekazach promocyjnych. Celem artykułu jest ocena wpływu kultury na wielkość popytu turystycznego w stolicy Łotwy.(abstrakt oryginalny)
