Abstrakty

Edukacja jest podstawą społeczeństwa obywatelskiego i kluczowym warunkiem ekonomicznego rozwoju. W Polsce brak jest silnego stymulatora wysokiej jakości usług edukacyjnych. Sektor edukacji podstawowej, gimnazjalnej i ponadgimnazjalnej należy w głównej mierze do sektora finansów publicznych. Zjawisko konkurencji na rynku usług edukacyjnych dopiero się kształtuje. Jej oznakami są m.in. rankingi szkół różnych szczebli.Imitacją konkurencyjności, która motywowałaby do podnoszenia jakości kształcenia przez szkoły, mogłaby być systematyczna ocena efektywności. W artykule przytoczono przykłady wykorzystania metody DEA do analizy efektywności jednostek sektora edukacji na świecie. Przedstawiono propozycję wykorzystania tej metody w procesie oceny efektywności szkół w Polsce. Na przykładzie gimnazjów białostockich wykazano, że warto dotychczas stosowane sposoby oceny pracy szkół rozszerzyć o implementację metody DEA i otrzymać dodatkową, metodycznie uporządkowaną wiedzę o efektywności poszczególnych placówek. Education is the foundation of civil society and a key condition for economic development. In Poland, there are no strong stimulators promoting high quality educational services. The basic education sector in its majority belongs to the public finance sector. Competition on the educational services market is only emerging. School rankings of different levels constitute the evidence. The imitation of competitiveness, which could stimulate education quality enhancement, could be achieved through a systematic evaluation of effectiveness. Cited in the article are worldwide examples of the application of the DEA method for efficiency analysis of education sector entities. The article presents the use of DEA in the process of assessing schooling efficiency in Poland. On the basis of junior schools in Bialystok, the Author shows that the implementation of DEA could be useful and provide additional knowledge about the effectiveness of educational institutions.
