Abstrakty

Podniesienie poziomu innowacyjności gospodarki stanowi jeden z priorytetów polityki ekonomicznej Hiszpanii. Pomimo podjęcia wielu działań zmierzających do tego celu, Hiszpania wciąż postrzegana jest jako kraj o stosunkowo niskiej innowacyjności. Według raportu European Innovation Scoreboard, w 2008 roku Summary Innovation Index (SII)1 wyniósł dla Hiszpanii 0,366 i był wyraźnie niższy niż średnia dla 27 krajów UE (0,475)2. Mikro i małe przedsiębiorstwa (MMP) zajmują dominującą pozycję w gospodarce Hiszpanii, z uwagi na ich liczbę oraz udział w tworzeniu dochodu narodowego i miejsc pracy. Skuteczne wspieranie ich działalności innowacyjnej może stać się zatem kluczem do podniesienia poziomu innowacyjności gospodarki kraju.(fragment tekstu)

Micro and small enterprises represent more than 99% of all business entities registered in Spain. They also account for more than 50% of the labour market and value added in the Spanish economy. Thus, their innovation skills are of crucial importance for the level of innovation to the whole Spanish economy. However, their activity is mainly focused on traditional fields such as: trade, tourism, hotel management and construction etc. These sectors, in principle, do not require any extraordinary innovative efforts, contrary to the "new economy" with branches such as: biotechnology, electronics, processing of new materials etc. The underdeveloped venture capital sector and especially the lack of financing for early stage projects (i.e. seed and start-up financing) is one of the most important obstacles for the increase of innovativeness of the Spanish micro and small enterprises. The Spanish government has defined as a high priority goal of its pro-innovation policy, the facilitation of launching new technology firms and the stimulation of their sustainable development, including the improvement of financing their activities. The expected advantages are, among others: initiation of "spill-over effects", a growth in the domestic demand for technology, the increase of the private business R&D budget and the creation of job places for highly qualified R&D specialists in order to avoid "brain drainage" by other countries.(author's abstract)
