EU's GHGs from International Shipping Policy Impact on BSR Seaborne Trade Competition

EN

Exhaust gases are the primary source of emissions from ships. Shipping is estimated to have emitted over 1 billion tonnes of C02 a year. A significant potential for reduction of GHG through technical and operational measures has been identified. Together, if implemented, these measures could increase efficiency and reduce the emissions rate by 25% to 75% below the current levels. Many of these measures appear to be cost- effective, although non-financial barriers may discourage their implementation. A number of policies to reduce GHG emissions from ships are conceivable. This article finds that MBMs are cost-effective policy instruments with a high environmental effectiveness. These instruments capture the largest amount of emissions under the scope, allow both technical and operational measures in the shipping sector to be used, and can offset emissions in other sectors. Unfortunately for the BSR, introduction of all mentioned above measures leading to significant reduction of the GHG emission from international shipping may cause significant impact on the BSR competitiveness and the undesirable change in the European and global transportation pattern. Unia Europejska (UE) nie ustaje w wysiłkach zmierzających do wprowadzenia istotnych regulacji związanych z ograniczeniem emisji gazów cieplarnianych (GHG) emitowanych przez żeglugę globalnie, ale w pierwszej kolejności na akwenach europejskich. Narzędziami wdrożenia tej polityki będą odpowiednie regulacje rynkowe (MBMs). Wśród nich pojawiają się narzędzia, takie jak wskaźniki i indeksy efektywności energetycznej statku (EEDI) czy plany zarządzania energią (SEEMP). Dodatkowo UE wprowadza inne ograniczenia emisji spalin na swoich akwenach, ze szczególnym uwzględnieniem regionu M. Bałtyckiego (BSR). Ustanowiono tu strefę ograniczeń emisji spalin i siarki (PSSA, S-ECA). Działanie to, oprócz wymiernych korzyści ekologicznych, niesie ze sobą również poważne zagrożenia jeżeli chodzi o strategiczną konkurencyjność regionu BSR. Opracowanie jest próbą ukazania ekonomicznych skutków wdrożenia wszystkich proekologicznych regulacji UE w zakresie obniżenia emisji spalin na konkurencyjność żeglugi w basenie M. Bałtyckiego.
