Abstrakty

Gdy przeanalizuje się proces rozwoju infrastruktury transportu w Polsce, można stwierdzić, że obok dużego postępu w wielu sferach wciąż występują nieprawidłowości, które sprawiają, że dystans do UE w tym zakresie jest nie tylko znaczny, ale w niektórych dziedzinach wręcz powiększa się. Dotychczasowe doświadczenia w procesie rozwoju infrastruktury transportu i ich skutki pozwalają na identyfikację pożądanych kierunków, które umożliwią choć w części ograniczenie nieprawidłowości w tym procesie. Ze świadomością, że dotychczasowe inwestycje bardzo ograniczają możliwości wyboru, ponieważ przyjęte i realizowane warianty rozwoju infrastruktury narzucają konieczność ich kontynuacji, trzeba poszukiwać możliwości eliminacji tych błędów, które uniemożliwiają poprawę jakości usług transportowych i szybkie dostosowanie infrastruktury do tendencji unijnych. W artykule przedstawiono podstawowe kierunki rozwoju wynikające z członkostwa Polski w Unii Europejskiej i współczesnych standardów.(abstrakt oryginalny)

The analysis of transport infrastructure development in Poland shows that despite a considerable progress made in some areas, there are still some deficiencies which cause differences between Polish transport infrastructure and that of the European Union to remain substantial, or even to increase in some cases. The experience gained in transport infrastructure development as well as observation of the results achieved in the process make it possible to identify most desirable directions of development which, if adopted, should reduce the deficiencies. Bearing in mind that decisions taken so far in this area limit the possibility of choice regarding the development, since the program of infrastructure development embarked on needs to be continued, it is crucial that mistakes hindering the development be avoided. Accordingly, the transport infrastructure will be adjusted to the tendencies prevailing in the European Union, and the quality of transport services will increase. The paper presents main development directions which follow up-to-date trends and standards and which result from Poland's membership in the European Union.(original abstract)
