Abstrakty

Na wstępie omówiono w syntetycznej formie współczesne sektorowo-instytucjonalne uwarunkowania rozwoju infrastruktury technicznej i społecznej. W dalszej części przedstawiono zmienność uwarunkowań osadniczych, demograficznych i gospodarczych oraz efekty rozwoju wybranych elementów infrastruktury technicznej (wodociąg, kanalizacja, sieć gazowa, oczyszczanie ścieków) na obszarach wiejskich w Polsce w latach 1960-1989 oraz 1990-2007. W podsumowaniu wskazano na konieczność wypracowania nowego podejścia do rozwoju infrastruktury na obszarach wiejskich. Powinno ono uwzględniać zmienność lokalnych potrzeb i uwarunkowań rozwoju oraz specyfikę sektora publicznego, jako głównego inwestora w zakresie infrastruktury lokalnej. (abstrakt oryginalny)

There are several factors affecting the state and prospects of infrastructure development in the rural areas. In the paper, however, only three "hard determinants" of that development are highlighted, namely, the general state and prospects of socio-economic development of the individual regions as well as the settlement and demographic factors. In addition, the article presents the progress in the substantial infrastructure growth over the rural areas in the years 1950-2007. In the years 1960-1970, a preliminary stage of municipal infrastructure development in the rural areas occurred - as a result length of water supply system more than doubled, and also the number of consumers of gas supply network as well as of telephone subscribers increased almost twofold. During that period of time the growths for the respective quantities were circa 80-150% when compared with the initial state at the beginning of the 60s. In the period 1970-1980 there occurred an accelerating revival as regards the discussed issues: the length of the water supply system increased fourfold, that of sewerage system increased threefold, and that of gas supply system nearly threefold, as well as there was less than twofold increase in the number of telephone subscribers. The growths were highly significant, when taking into account that there was much higher level of infrastructure development at the start of that decade than in the earlier period; and these increases were as follows: as regards water supply system - by more than 600% as compared with the state as of 1965, sewerage system - by over 250% as against the state of 1970, gas supply system - by more than 180% as against the existing network in 1970, and in case of telephone subscribers there was an increase by almost 120% as compared with the state as of 1960. In the decade 1980-1990 there was a sharp slow-down in regard to the pace of municipal infrastructure development in the rural areas, and even there occurred a slump in development of the more capital-intensive investment projects. During that period of time the length of water supply system more than doubled, that of sewerage system increased less than twofold, that of gas supply network quadrupled, whereas the number of wire telephony subscribers nearly doubled. These growths, counted in natural numbers, in case of water plus gas supply systems and telephone subscribers were much higher in the discussed period 1980-1990 than in the years 1970-80, however much lower in regard to sewerage system. Within a new political system introduced in Poland after 1989: • the length of water supply system, in the years 1990-2007, increased nearly threefold, that is by 144,000 km, • the length of sewerage system, in the years 1990-2007, increased by 40,000 km, that is, fourteen times, • the percentage of rural population serviced by the collective sewage-system plants, in the period 1990-2007, increased merely from less than 3% to ca. 24%, • the length of gas supply system, in the years 1990-2007, increased by 59,000 km, i.e. 4.5 times. There appears to be indispensable to formulate specific "double-track" policy of infrastructural development in the rural areas: concentration of investment outlays on the current or potential developmental areas, as well as dispersed investments improving the general social accessibility to the basic infrastructural facilities on a local/limited scale.
