Abstrakty

Celem pracy jest przedstawienie wybranych zagadnień regulacji hurtowego dostępu szerokopasmowego do pętli abonenckiej. Przedstawiona zostanie ogólna koncepcja hurtowego dostępu do pętli abonenckiej (BSA). Opisane będą kwestie regulacyjne związane z BSA, w tym problem regulacji cen BSA. Podkreślono znaczenie BSA dla liberalizacji rynków telekomunikacyjnych. Opisany zostanie aktualny stan prawny i faktyczny na rynku BSA w krajach członkowskich UE.(fragment tekstu)

Broadband access to the Internet is a keystone of development of information society. Most popular access technology is Digital Subscriber Line (DSL), which uses existing twisted-pair telephone lines. Therefore, broadband access is mainly implemented in incumbents' access networks. From the economic point of view it make no sense to build a new, alternative infrastructure. New entrant can use incumbent's network, if local loop unbundling (LLU) is applied. The paper focused on one type of LLU regulation - bitstream access (BSA). It describes the current regulatory status of BSA in EU member states. Legal and practical problems of BSA regulation are described. Implementation of BSA increase competition, give a faster development of services and more attractive tariffs. The provision of BSA is essential to the development of competition in the wholesale broadband access market.(original abstract)
