Abstrakty

Analiza poziomu rozwoju społeczeństwa informacyjnego powinna mieć charakter aspektowy. Wynika to z bardzo dużej złożoności problematyki społeczeństwa informacyjnego. Złożoność ta jest także przyczyną ograniczonych możliwości stosowania wskaźników syntetycznych w badaniach społeczeństwa informacyjnego, ponieważ zbyt duża liczna wskaźników cząstkowych na ogół ma negatywny wpływ na jakość indeksów złożonych. Można jednak tworzyć miary syntetyczne w odniesieniu do poszczególnych aspektów społeczeństwa informacyjnego. Szybki rozwój ICT oraz przechodzenie do kolejnych faz cyklu życia społeczeństwa informacyjnego powodują, że konieczna jest stała aktualizacja zestawu wskaźników przeznaczonych do oceny poziomu jego rozwoju.(fragment tekstu)

The aims of this article are to examine how the evolution of the information society has been measured, particularly in EU countries. Constructing a comprehensive set of information society indicators requires a clear and single definition of information society to establish meaningful benchmarks and to measure change. Science doesn't offer a single universally adopted definition of the information society. An analysis of particular definitions reveals them to be multi-faceted, as the definitions stress different aspects of the phenomenon of information society. Information society indicators (individual or composite) describe the level of information society development achieved in a particular society in quantitative terms. They can serve a range of purposes related to providing a view of the society's state: for example, following the evolution of information society or benchmarking it with other territories. By considering changes over time, indicators also comprise a critical tool in the monitoring, evaluation and improvement of information society policy. Composite indicators are synthetic indices of individual indicators and are increasingly being used to rank regions in various performance and policy areas. They are useful in their ability to integrate large amounts of information into easily understood formats. However, the construction of composites suffers from many methodological difficulties, with the result that they can be misleading and easily manipulated.(original abstract)
