Abstrakty

Opisując w literaturze przedmiotu modele partnerstwa publiczno-prywatnego, zobrazowano najczęściej spotykane formy współpracy pomiędzy stroną państwową i prywatną w procesie przygotowania i realizacji przedsięwzięć inwestycyjnych dotyczących projektów infrastruktury transportowej i logistycznej. W praktyce natomiast można obserwować, w zależności od potrzeb konkretnych przypadków inwestycyjnych, szerokie spektrum różnie modyfikowanych rodzajów partnerstwa publiczno-prywatnego, które na bieżąco są uzupełniane o nowe, oryginalne formy i rozwiązania. Zasadnicze funkcje: planowania, finansowania, wykonania, konserwacji i utrzymania oraz eksploatacji obiektu przypadają odpowiednio stronie państwowej i stronie prywatnej lub częściowo stronic państwowej i stronie prywatnej; z relacji tych wynika duża liczba potencjalnych kombinacji rozwiązań praktycznych. Ponadto oprócz wymienionych powyżej funkcji przypisanych trzem podstawowym formom (prywatnej, państwowej i państwowo-prywatnej), może wystąpić duża liczba form pośrednich i specjalnych. Chodzi tutaj o przypadki finansowania przedsięwzięć w różnych wariantach przedstawionych modeli, w zależności od tego, czy owo finansowanie będzie realizowane przez dużych inwestorów instytucjonalnych, czy też przez jedno przedsiębiorstwo fachowe lub większą ich liczbę. Finansowanie może także pochodzić z różnego rodzaju funduszy. Wszystkie warianty modeli partnerstwa publiczno-prywatnego bazują na zasadzie prywatnego finansowania przy wykorzystaniu kapitału własnego lub obcego. Poza tym różnią się one kompleksowością włączenia i przejęcia ryzyka rynkowego przez stronę prywatną. W przypadku modeli leasingowego i koncesyjnego reprezentowany jest pogląd, że nie chodzi w nich o rzeczywiste modele prywatyzacji, ponieważ zawierają one tylko prywatne finansowanie wstępne i brak przejęcia ryzyka rynkowego. W projektach BOT natomiast następuje daleko idące włączenie sektora prywatnego. (fragment tekstu)

Infrastructure with one's scope includes all devices and service institutions in different areas of social and economic life which are essential for efficient functioning of the society and the productive sectors of the national economy (in it of transport and logistics). Models of the public-private partnership are describing form of the cooperation between the national and private side in preparation and the realization of investment undertakings in the area of the transport and logistic infrastructure. Fundamental functions (of the planning, financing, connected with realization, of the conservation, maintenance and the exploitation) are falling for the national or private side or partly to the national and private side. A large number of potential combinations of practical solutions results from these relations. All the variants of models of the public-private partnership are based together on the principle of private financing, by using the ownership capital or the outside; however, differ in the comprehensiveness of including and taking over the market risk by the private side.
