Abstrakty

W ostatnich latach (a zwłaszcza w pierwszym okresie po transformacji gospodarki) transport kolejowy w Polsce systematycznie tracił swoją pozycję rynkową na rzecz innych rodzajów transportu. Kolej przegrywa walkę konkurencyjną przede wszystkim z transportem drogowym, a ostatnio również z transportem lotniczym. W efekcie rodzi się model systemu transportowego opartego na indywidualnej motoryzacji, przewozach autobusowych oraz na wykorzystaniu samochodów ciężarowych. W latach 1990-2005 nastąpił wzrost pracy przewozowej w transporcie samochodowym o 174%, przy równoczesnym spadku pracy przewozowej w transporcie kolejowym o 37%. Masowa komunikacja samochodowa (prywatna i publiczna) przyczynia się bezpośrednio do wystąpienia takich zjawisk, jak: kongestia, zanieczyszczanie powietrza, efekt cieplarniany, hałas, dewastacja dróg kołowych. Koszty zewnętrzne obciążają gospodarkę kraju w wysokości około 6% PKB. Koszty te w około 95% są generowane przez transport drogowy. Obniża to w znaczący sposób potencjał gospodarczy kraju. The aim of this article is to present main elements of the governmental Strategy for the railway transport until 2013. The author analyzed the content of the document in order to develop these elements of The Strategy, which are not the part of the formal text, but which are strongly linked with the mission and targets, as the important domains of strategic governmental policies and railway sector counterparts. The article presents the content-related essence of the three laws, being the methods and instruments to fulfill the Strategy s targets. The crucial content-related contribution of the article describing the subject and the mission of the Strategy is to present it in the context of international conditions of the functioning of the Polish railways, in the relations: Poland and The European Union (III Railway Package), Poland and the third countries and bilateral relations of the Polish railways with the neighboring railways and countries. Presenting in the above mentioned article main issues connected with PKP Group restructuring, the attention should be paid on the wide spectrum of the Polish railways development possibilities, which don't result directly from the direct content of strategy's text, but from its spirit and accepted general system concepts, or the transport policy in an international context, what is particularly important in the age of globalization of the European and worldwide economy.
