Abstrakty

Sprawny i efektywny system transportowy jest niezbędny do tego, aby gospodarka europejska była konkurencyjna. Promocja transportu intermodalnego wpisuje się w politykę systemowego podejścia do transportu. Przejawem tej polityki jest dążenie do stworzenia ram, które umożliwią integrację różnych gałęzi transportu. Powstanie wówczas efektywny i wydajny system transportowy, zorientowany na potrzeby rynku i klienta, z zachowaniem zasad konkurencji i równego traktowania poszczególnych gałęzi. Przeszkodą w realizacji tego celu są utrudnienia natury technicznej i administracyjnej, a wśród nich m.in.: brak interoperacyjności wewnątrz- i międzygałęziowej, nadmiar regulacji, różny stan infrastruktury, nierówny poziom usług świadczonych w poszczególnych gałęziach transportu, a czasami także niedostateczna informacja o usługach intermodalnych. Niezbędna jest zatem koordynacja działań na poziomic Unii Europejskiej (UE), a w szczególności wsparcia finansowego. (fragment tekstu)

The development of modem, environmentally friendly and customer-orientated transport services is necessary for supporting the high pace of the economic development and the standard of living of the society. It is about creating the efficient and effective transport system which will meet requirements of the market and at the same time less and less interfere with the natural environment. Ali inhabitants are charged with the external costs of transport, therefore in business of all people is creating of the transport system which generates the least of these costs. The Marco Polo programme is the answer to these expectations, which is supporting the development of the intermodal transport system. This programme can support using the potential of existing transport infrastructure and reduce the movement on overburdened passages, mainly on roads. The same, it will contribute to decrease the intermodal imbalance and will result in fuller exploiting of more ecological transport modes. (original abstract)
