Abstrakty

W artykule przedstawiono najważniejsze kierunki rozwoju eurologistyki w XXI wieku w szerokim kontekście polityki UE w zakresie logistyki, a zwłaszcza wzmożonej konkurencji z państwami innych regionów świata. Scharakteryzowano takie instrumenty zarządzania strategicznego, jak Manager Process. Podano także przykłady wdrożeń polityki logistycznej UE w Niemczech, Wielkiej Brytanii, Finlandii, a także w Związku Miast Bałtyckich w Polsce. Przedstawiono zasady wprowadzonego w 2008 r. projektu European Logistics Action Plan. Kolejno omówiono warunki budowania europejskich drapieżnych łańcuchów dostaw, a także ważniejsze metody szacowania ryzyka w eurologistyce oraz nową filozofię outsourcingu o nazwie 5PL. Opisano strukturę outsourcingu w Europie, traktowanej jako najbardziej dojrzały rynek usług logistycznych na świecie. (abstrakt oryginalny)

This article examines development directions of the European logistics in the twenty-first century in a broad context of EU logistics policy and in the face of intense competition from other world regions. In this context the Manager Process strategic management instrument is characterised. Examples are given of the most recent EU logistics policy implementations in Germany, United Kingdom, Finland and the Union of the Baltic Cities in Poland. The article also presents the principles of a project known as the European Logistics Action Plan implemented in 2008. In later part it discusses conditions for the construction of European predatory supply chains with particular reference to the principles of providing buffers and interconnections between links of the supply chain. The paper also examines the major methods of risk assessment in euro-logistics, and a new philosophy of outsourcing known as the fifth-party logistics (5 PL) in the light of the newest information flow structures in supply chains. Finally, the article describes the outsourcing structure in Europe which is seen as the most mature logistics services market in the world. (original abstract)
