Abstrakty

Wydłużająca się realizacja infrastruktury wschód-zachód w Polsce spowodowała wprowadzenie rozwiązania zastępczego wobec tranzytu, tzn. połączeń promowych, które, przy obecnych tendencjach rozwoju żeglugi bliskiego zasięgu (SSS), mogą trwale ograniczyć popyt na przewozy tranzytowe w kierunku wschód-zachód, z wszelkimi tego konsekwencjami dla rozwiązań infrastrukturalnych. Oddany kilka lat temu do eksploatacji most wantowy nad Martwą Wisłą wykorzystywany jest w niewielkim stopniu, w związku z naruszeniem zasady niepodzielności inwestycji infrastrukturalnych. Brakuje bowiem inwestycji komplementarnych. (fragment tekstu)

Infrastructural investments have always been characterized by long preparation and implementation periods, often exceeding the planned time of construction, which is related to specific features of transport infrastructure. Current changes to the world economy, modern technologies and technological progress, as well as fast development of logistics have led to the situation where the economy makes the infrastructure development accelerate significantly. On the other hand, the progress in construction industry makes it possible to satisfy such needs of modern economies. In Poland, it seems that such needs of the economy are not addressed adequately in the development of transport infrastructure. There are many reasons for such a situation, including continually changing ideas about transport development, lack of clear priorities, lack of comprehensive planning perspective and fast growing bureaucracy. Consequently, it is hard to accept the lagging transport infrastructure development in Poland. The negative effects of delays in launching investments and long time of implementation can be observed in many branches of the economy. (original abstract)
