System infrastruktury transportowej jest jednym z kluczowych czynników, od których zależy funkcjonowanie państwa, gospodarki i obywateli. Jego oddziaływanie obejmuje różne sfery życia i działalności gospodarczej i determinuje ich rozwój. Z punktu widzenia logistyki system infrastruktury transportowej umożliwia przemieszczanie zasobów w postaci surowców i wyrobów gotowych, wspiera realizację procesów gospodarczych, zapewnia dostęp do towarów i usług, integruje systemy logistyczne przedsiębiorstw, organizacji, gospodarek i państw. Nowoczesny, zintegrowany system infrastruktury transportowej sprzyja także tworzeniu wartości w sieciach i łańcuchach dostaw. (fragment tekstu)

Transport infraslructure system is one of the key factors determining functioning of the state, its economy and its citizens. It influences different areas of life and business as a key driver of development. Modern, integrated transport infrastructure system is conducive to adding value in supply chains and networks. National system of linear transport infrastructure undergoes transformation. Modernisation of infrastructure is progressing, but its pace and outcomes are not satisfaetory. Transport polices in a majority of West European countries appreciate the need for growth and the role that intermodal logistics centres fulfil in this process. The situation in Poland is different. Although 6-8 locations for key intermodal logistics centres have been determined, initiatives of their construction arise in an uneoordinated way, with a minimal or none at all, public help, and the pace of their realisation - due to a large scalę of investnient is very slow. This results in significant limitations for the national economy and its international conneclions in terms of functioning of supply chains and networks. Against this background, the authors formulate a concept of development of the national transport infrastructure system. The concept aims to increase intermodality of the system, which - in conseąuence - would make it possible to affect in a more efficient way disproportions in share of different transport modes in goods haulage. The authors also stress the need of transforming nodal intermodal elements of the transport infrastructure into links to the transport infrastructure systems of the other European countries, which will make a quantitative increase of raił and intermodal transport possible. In the proposed concept, the authors ascribe an important role to information and communication issues, based on information technologies and internet. They also point out to the possibilities of realisation of the proposed concept based on public-private partnership, which is essential, as well as on different ways of financing the investments available within financial packages, taking into consideration available external sources of financing.
