W perspektywie kolejnych dziesięcioleci prawdopodobnie nie powtórzy się już okazja wykorzystania tak dużych funduszy Unii Europejskiej jak te przyznane Polsce na lata 2007-2013. Całkowita kwota unijnych zobowiązań wynosi ponad 67 mld euro, co oznacza że do Polski trafi co piąte euro przyznane wszystkim 27 państwom Unii w ramach polityki regionalnej. Te środki dają realną szansę na nadrobienie wieloletnich zaległości cywilizacyjnych, również tych z zakresu infrastruktury transportu. (fragment tekstu)

The total EU commitment for Poland in years 2007-2013 amounts to more than 67 billion EUR, which means that Poland will receive one of each five euro granted within regional policy for all twenty seven EU countries. These funds give real chance lo bridge the gaps created over number of years, in particular in transport infrastructure. The total funds for transport infrastructure investments in 2007-2013 is likely to exceed 30 billion EUR, of which 24 billion EUR will come from the EU budget. This amount includes both funds of central and regional Operational Programs, the first aimed at the biggest projects such as highway construction, the second - improvement of local transport infrastructure in 16 voivodships. Based on such positive financial forecasts, a question arises: what is real feasibility for absorption of funds? The natural benchmark for an answer is the experience coming from the first implementations of post-accession funds for transport infrastructure development in 2004-2006. Based on the analysis it can be said that the current level of absorption is satisfactory, but not outstanding. The Operational Program-Transport encounters significant problems. In order to achieve high absorption of this fund up to the end of 2008, serious involvement of both administrative and beneficiary units is required. Even higher pressure can be foreseen for years 2007-2013, as the funds available for spend will be on average 2,5 limes higher per annum. (original abstract)
