Artykuł rozpoczyna krótka analiza różnic teoretycznych i metodologicznych między ekonomią neoinstytucjonalną (ENI) a nową ekonomią instytucjonalną (NEI), pojmowaną jako neoklasyczna teoria instytucji. W rekonstrukcji roli państwa jako podmiotu gospodarującego w ujęciu NEI przyjęto neoklasyczną tezę, że w rozpatrywaniu funkcji i celów państwa należy uwzględniać koszty i korzyści osiągane przez poszczególnych uczestników "gry regulacyjnej" i działań na rzecz stabilizacji makroekonomicznej. Autor krótko przedstawia ekonomiczną teorię państwa Buchanana, a w części podsumowującej zwraca uwagę na metodologiczne aspekty różnicy między ENI oraz NEI w sposobie ujmowania państwa jako podmiotu gospodarczego: ujęcie normatywno-teleologiczne versus ujęcie pozytywne (ekonomiczne). The paper starts with a brief analysis of main differences, and particularly methodological ones, between the Neo-institutional Economics (NE), to be also named the post-veblenian institutionalism, and the New Institutional Economics (NIE). The latter is understood in this paper as a neoclassical theory of institution. In presenting the NE the author focuses on the notion of "logic of economic development" (Myrdal, Galbraith), as well as on different, as compared to mainstream economics, approach to the concept of economic equilibrium ("reasonable equilibrium" - Commons - and equilibrium as the outcome of "countervailing powers" - Galbraith). Against this background, planning and integrating functions of the state have been highlighted, as well as the need for the so-called national economic programming and the necessity of explicit defining of development objectives by the state. In accordance with the neoclassical imperative of methodological individualism, the point of reference for the analysis of the very nature and role of the state in the NIE approach is the following thesis: while analyzing the functions and objectives of the state, there have to be taken into account the costs and benefits which are borne or gained by participants of "regulation game" (in the meaning of the theory of public regulation in a market economy) and macroeconomic stabilization activities. This thesis is referred both to the New Political Economy and New Economic History. They prove that the state emerges and develops mostly in order to minimize general uncertainty, and high transaction costs related to it, in the pre-market economy. It has been explained in a more detailed manner on the example of Buchanan's economic theory of the state. The paper ends with the author's attempt at identifying most important theoretical and methodological differences between the NE and NEI in their approach to the state as an economic subject.
