Abstrakty

Konceptualizacja biedy nadaje kształt strategiom redukowania ubóstwa. Jeżeli uzna się, że ubóstwo jest wynikiem powiązań między procesami ekonomicznymi, społecznymi i politycznymi, wówczas strategia redukowania biedy musi opierać się na trzech filarach: wzroście gospodarczym, rozwoju społecznym oraz zarządzaniu państwem. Instytucje oddziaływają na wszystkie trzy. Analiza ich natury pozwoli na pogłębienie wiedzy o sposobach łagodzenia ubóstwa. Celem artykułu jest zidentyfikowanie głównych instytucji, które mogą przyczynić się bezpośrednio lub pośrednio do redukowania biedy, oraz określenie mechanizmów, poprzez które instytucje te wpływają na ubóstwo. Główna teza sprowadza się do stwierdzenia, że współcześnie przewaga krajów bogatych nie leży w kapitale, ale w instytucjach. Powodem ubóstwa jest brak właściwych instytucji. (abstrakt oryginalny)

Poverty is the outcome of economic, social, and political processes. Thus, poverty reduction strategy should be based on three pillars: economic growth, social development, and governance. All three pillars are influenced by institutions and policies. The objectives of this paper are: 1) to identify and discuss the main institutions that affect poverty reduction and 2) to examine the effects of institutions on poverty reduction and the mechanisms through these effects operate. The conclusions support the thesis that a lack of proper institutions is the main cause of poverty. (original abstract)
