Abstrakty

Transport jest działalnością mającą na celu pokonywanie przestrzeni. W ujęciu ekonomicznym działalność ta obejmuje odpłatne świadczenie usług, w efekcie których następuje przemieszczanie osób i ładunków, a także usługi pomocnicze, bezpośrednio z tym związane. Transport charakteryzuje się większą niż w innych sektorach różnorodnością struktur rynkowych1. Szczególna rola transportu w procesie rozwoju gospodarczego uzasadnia zatem potrzebę określenia kierunków polityki transportowej, narzędzi oraz metod jej realizacji, w powiązaniu z ogólną koncepcją polityki państwa2. Do czynników, które determinują politykę transportową, należy zaliczyć specyfikę infrastruktury transportu. Stanowi ona swoiste uwarunkowanie rozwojowe każdego regionu i państwa. Wysoka ranga infrastruktury transportu wynika z jej właściwości. Jest ona jednym z najważniejszych czynników determinujących rozwój gospodarczy kraju. Dla rozwoju infrastruktury transportowej istotne jest opracowanie systemu efektywnej współpracy w dziedzinie transportu pomiędzy rządem i samorządami - w ten sposób zapewniona zostanie spójność i komplementarność działań ogólnokrajowych i działań regionalnych. The transport infrastructure has an enormous importance for the regional development. It has its refleetion in the transportation policy of the stale. This policy will be conducted by the cooperation with government and local governments. It is essential that government should directly support the undertakings of this policy in the development of infrastructure. The development of transport infrastructure has a crucial influence on the development of the given regions. The amount of expenditure on transport infrastructure has an essential influence on the economic and regional development. The programining of the regional development belongs to the local government authorities. The scope of operation and tasks belonging to the local governments in the transport development is determined by normative acts. These acts allow for the programining of the transport development and they define the sources of financing given to the transport development including transport infrastructure. The investments in regions, in the scope of infrastructure, are very important especially road connections including motorways. The situation in Poland, in this scope, is not the best one. The worst situation is in the provinces found in the east of Poland, which isolates these provinces from the center of the European economy. A very similar situation is found in the raił. The development of the transport sector of the European Union lets Poland use the un i on funds in this scope. In spite of the fact that our country requires faster changes in the transport market. The European integration indicates LIS a new role of transport infrastructure including the growth of competitiveness. The efficient market mechanisms and a friendly economic eiwironment are conducive to the growth of the regional economy activity. The additional impulse, which will intensively accelerate the investments concerning transport infrastructure, is the organization of the Euro 2012. In the preparations for the championships there are plans to build motorways, to modernize the main railway routes, airports. These are the main premises of infrastructure extension. The sources allocated to the investments of the transport infrastructure development will allow for effective using poorly developed regions of our state and the Euro 2012 will only accelerate this process.
