Celem niniejszego opracowania jest przedstawienie podstawowych problemów natury subiektywnej i obiektywnej, które wpływają na możliwość pozyskiwania przez gminy wyższych dochodów z gospodarki nieruchomościami(fragment tekstu)
The bill passed on November 13, 2003 regulates the treatment of two categories of income able for county authorities; one of them is income derived from county assets (excluding income from privatization), the other is the property tax income. The research to date indicated a number of issues that could lead to suboptimal management of county assets, resulting in a loss of potential income for local budgets: - Uncertainty regarding the legał status of certain real estate assets. - Imperfect tracking of country assets, specifically concerning the separate inventory of assets kept by poviats and their respective counties. - Incomplete records and missing information concerning the actual number and size of real estate properties owned by counties. - Missing valuation and appraisal information regarding those properties. - Appraised values being out-of-date and not reflecting current market trends.(original abstract)
