Abstrakty

U progu XXI wieku kluczowym problemem Wspólnoty Europejskiej była niska konkurencyjność gospodarki i pogłębiający się dystans względem światowych potęg gospodarczych. Problemy te stały się podstawą krytyki dotychczasowej polityki innowacyjnej i poszukiwania nowych sposobów, narzędzi i trajektorii rozwoju. Odpowiedzią na te wyzwania jest koncepcja inteligentnych specjalizacji regionalnych zaproponowana wraz z nową wizją rozwoju UE w strategii Europa 2020. Inteligentna specjalizacja to nowy paradygmat budowania przewagi konkurencyjnej regionów. Jest to zarazem nowy sposób kształtowania regionalnej polityki innowacyjnej, dążący do wyeliminowania dotychczasowych barier i niepowodzeń w budowaniu zdolności innowacyjnych regionów. Celem artykułu jest analiza istoty koncepcji inteligentnych specjalizacji regionalnych. Artykuł identyfikuje założenia teoretyczne i opisuje kluczowe elementy nowego podejścia. Eksponuje genezę i novum tej koncepcji.(abstrakt oryginalny)

At the beginning of the twenty-first century, low competitiveness of the economy and the deepening gap in relation to the world's economic powers were the key problems of the European Community. These problems have become the basis for criticism of current innovation policy and the search for new methods, tools, and development trajectories. The answer to these challenges is the concept of smart regional specializations proposed along with a new vision of the development of the EU, known as Europe 2020 Strategy. Smart specialization is a new paradigm for building competitive advantage of regions. It is also a new way of regional innovation policy, aiming to eliminate barriers and failures in building innovation capacity of regions. The purpose of this article is to show the essence of the concept of regional smart specializations. The article identifies the theoretical assumptions and describes the key elements of this new approach. It exposes the novelty of the concept.(original abstract)
